Joe Biden said President Donald Trump's refusal to admit defeat in last week's White House elections was "embarrassing".
But the US president-elect - who has been in contact with leaders abroad - insisted that nothing could end the power shift.
Meanwhile, Trump tweeted that he would ultimately win the race that all major television networks expected to lose.
As it happens every four years, the American media predicted the winner of the election.
No state-by-state results have yet been approved, several vote counting processes are still ongoing, and the outcome will not be decided until after the US Electoral College meeting on December 14th.
What did Biden say?
On Tuesday, a reporter asked the president-elect for his views on President Trump's refusal to concede defeat.
"I think it's embarrassing, quite frankly," said Biden, a Democrat, in Wilmington, Delaware.
"The only thing, how can I say this politely, is I suppose it will no longer help the president's legacy."
"At the end of the day, you know, it will bear fruit on January 20," he added, referring to inauguration day.
Biden has been making phone calls to foreign leaders as he prepares to take over.
British Prime Minister Boris Johnson, Irish President Michel Martin, French President Emmanuel Macron and German Chancellor Angela Merkel were among those he spoke to on Tuesday.
Referring to those calls, Biden said, "I am telling them that America is back. We'll be back in the game."

He and Vice President-elect Kamala Harris are moving ahead with the transition. But an unknown government agency led by Trump appointed person disrupted the delivery.
The General Services Administration coordinates funding and access to federal departments for incoming departments. However, she has so far refused to officially recognize Biden as the elected president.
